IMHO you are the one who played dirty card and stiffed the dealer for $200 inspection fee + loaner and who is going to reimburse it?
How did you get watery diesel in California in the first place?
I have been driving diesels here for 30 years and yet have to see a drop.
Side observation - looks like the water sensor in the filter is not doing its job.
Unless they deleted the sensor in new models?

Well I was hoping you would. Oh and here is one more thing that is sure to bunch up your panties a bit more. Not only did i get the inspection waived but the dealer is going to replace the fuel filter (normally a $700 job) for free. That's right, now cry me a river.

Diesel #2 , thanks for the feed back. glad to hear your persistence paid off. It every customer was as diligent, all consumers would be better off. One thing , you have not yet complained to the fuel supplier. They need a touch up too. Enjoy your diesel.

The technician said there was no damage to components because the water concentration was not that high. And just recommended changing out the fuel filter and since i had about a quarter tank to fill up and that would stabilize the fuel and it seems that it has.
For the next few fill ups, im thinking of checking a sample of the fuel before i fill up, because they showed me mine compared to clear diesel and it was cloudy enough to catch with the eye.

There are no refineries in So California.
Your story did not sound realistic before, but giving you benefit of doubt, when we all don't mind getting freebies and I bet we are all guilty of taking freebies that we don't deserve, it takes some character to make a post how you forced freebies you don't deserve from the dealer.
I can only wonder how many members will now go to a dealer and yell "I deserve" each time they screw up something.

My bad, I assume since Bay Area is pumping gasoline to Los Angeles, the latest has no own refineries.
Still doesn't change the subject, that finding water in diesel from reputable distributor in California is very unlikely. Never happen to me even in years when gas stations had single-walled tanks.
Your story of not going after bad fuel supplier, but demanding freebies from honest (at the time) dealer still is hard to swallow.
No grew-up man would do something like it.
