Dealer Installing HID Kits on All Preowned W212s

Dealer Installing HID Kits on All Preowned W212s
See title of thread...is this even legal?
I went to my dealership to have my wood trim replaced and noticed that all of their preowned E classes with premium one package have white LED parking bulbs and HID aftermarket kits...
The kits are visible in the photos of the preowned cars on:
www.keyeseuropean.com

Strange,huh?

Yes, it was my all time fear that dealers change good parts for bad, and then sell good parts for drugs or something.
