I would think that the dealer installs it and further I would think they are required to do so if the state they operate in requires front plate.
Coincidentally I just removed mine. I bought my car in VA where the front plate is required but in my current state it is not. I took it off and drilled the screw holes to 3/16" size and installed that size hole plugs that I first painted with car color. Looks a lot better than the ugly empty bracket.
I had to fix four holes. The bracket had only two screws but they had used too long screws for the plate. Tips of these two screws had panatrated thru the bracket in the paint so I had to drill them too.
If they have to install the plate make sure they use short enough screws for the plate itself so you have only two holes to plug if you deside to remove it later.
but installation depends on the dealer. for example, ive seen new cars at dealers with the bracket installed and ive seen new cars with them uninstalled.
Fletcher jones does not install the bracket on new cars until you purchase/take delivery. at that point, they give you the option...they can install it for you or you can leave it off (they make you sign a waiver saying you know it is against the law in CA to drive without a front plate and if you get cited, they are not liable). they provide the bracket in the trunk with the spare tire.
