Also, the regular headlights have to be on for the fog lights to be turned on so having the DRL's on would not interfere any more with visbility.
Have had cars in the past that permitted "parking" lights and fogs to be on at same time.
Having the DRLs on at the same time with the head lights would make it much worse in foggy conditions. DRLs really shine light in all directions. It is like a round light bulb in a way. If it is on in fog it will impair visibility quite badly as it shines light up in front of the car.
This is why DRLs turn OFF when you turn the fog lights ON even on the cars with Bi-Xenons that don't have the fog lights in front, i.e. on these cars fog light switch turns the single rear fog light ON and the DRLs OFF.
