If thread is not pre-tapped 35Nm, pre-tapped 25Nm.

The bolt torque spec is not dependent upon whether or not the belt is new. I don't see a torque spec for the pulley bolt on the tensioner. For your guide pulley bolt (5a), the torque should be 25. Maybe Dan has another page that details the tensioner pulley bolt and tightening torque. However, if the tensioner pulley bolt is the same size and thread pitch as the guide pulley, w/o any additional info at my disposal, I'd go with 25 & call it a day.

Not sure how belt tensioner pulley bolt comes into play. If belt tensioner needs replacement (part # 2722000270) pulley is preinstalled and part simply needs to be mounted @ 35Nm.
