It seems that my new E Class doest have a Camera App so I would like to know if it is possible to download the Camera App without a Mercedes Me account.
My intention is to use the front camera to save all driving videos directly to a USB drive, instead of using a separate external dash cam.

i believe you must have a Mercedes me account to get any digital extra. I'm not sure though.
iMO the dashcam app is okay, but not really worth the money. No audio and no rear facing video recording. I'm thinking of adding a third party camera system. The biggest benefit is that it's a clean install, but a good 3rd party camera installed properly will not look bad.

Use the link to download/install TOR. Then when you enter a URL, click on the TOR circuit button to the left of the URL. It will show your current circuit and give you the ability to select a new circuit. That is handy when you are being blocked. This browser is in Florida and mbworld.org sees me coming from Lithuania.

That may work to get a MB Me account but it must be linked to a car and MB knows what market the car was sold in and where it is. If there are restrictions based on location, I would expect those to be tied to the car and not where the browser appears to be coming from. It seems odd that MB would restrict what countries can use MB Me, but I know the dash camera is restricted based on the physical location of the car. Therefore it may not work even if you fool it enough to purchase it.

It is simple enough to use an alternate VIN. In late 2017 when my '18 W213 was new, I used TOR to get a Mercedes account in the UK. I don't remember for what or why I did it other than it was successful.

I don't see how. The car must be linked to the MB Me account and the dashcam app is tied to the VIN. Using an alternate VIN would at best enable it in whatever car has that VIN assuming it's capable. Even still, you have to be in physical possession of the car to link it to your account.
