I follow the instructions in the owner's manual perfectly and 99% of the time, those steps will not take me to the menu
to activate that mode.
I am wondering if the exact sequence of what needs to be done in the manual is either slightly off by not being specific enough as to
what conditions the car has to be in, in order to activate it, (i.e., foot on or off brake? car in accessory mode? etc...)

With a reference to the chapter that describes what exactly that means. Foot off the brake pedal and pressing the Start/Stop button once. The ignition always has three positions. Foot off the brake, pressing button once is position 1. Pressing it again, still foot off the brakes, is position 2. Then foot on the brake and pressing the Start/Stop button starts the "engine". Obviously no engine here, so the equivalent in an EV is it connects the high voltage battery and energizes the powertrain. In position 1 and 2 the powertrain is not energized.

On mine, the special transport mode screen is only ever displayed above the steering wheel, not on the center screen like most vehicle settings...
