Can CPO cars including those with paint work?

Can CPO cars including those with paint work?
Long story short: my wife can't drive.
Last week she kissed a curb pulling into a parking spot. It only left a small, small scuff, but to my disgust, a BIG chunk of paint came off b/c the bumper had been repainted and by the looks of it, with chitty prep work. I bought the car 1.5 years ago CPO. Now, to be fair, it wasn't obvious to me upon inspection at purchase that the car had paint work, but when I showed the recent damage to my car resto guy, he knew immediately the bumper had been painted. Trained eyes I guess. Anyway, wondering if my car should have been certified to begin with? Anyone know for sure?
