Not sure I am understanding. If you have the camera there already you should be able to use it. If it is not activated, you'll need to go to the dealership to find out what's goin on. Your car either comes with it ready to go or does not include a dash cam.

if you read up ,, car is in USA and look like M-B USA disable this feature.
Yes car is un the USA and in fact in the same city I live in. Why would MBUSA disable your dash cam? Was it done OTA? has your dash cam ever worked?

Do you actually have a dash cam? Can you confirm you have the hardware? It is located on the plastic cover on the windshield in front of the rearview mirror. If you do, you will be able to see it from the outside. If not, you'll see a plastic cap instead.
The OEM dashcam is a bonus feature of the AR navigation. It can be optioned at the factory, or purchased later in the Mercedes me Store.
MBUSA opted to discontinue ordering and activation of the dashcam feature due to quality issues with it. The general consensus is that it doesn't work well, and MBUSA was smart enough to realize that. Other countries do still allow activation, however. Additionally, in the USA you can still get the dashcam if the car uses NTG7 (the newer MBUX in the S-Class, C-Class, etc). The NTG7 dashcam works better and is also higher resolution.
It also cannot be activated outside of the Mercedes me Store because it's a special licensed feature, like Trace Pace and Navigation.

Discontinued as of when? My previous 2022 GLE 350 had it and worked as it should. How would Mercedes-Benz disable a working apparatus, OTA? If so, with what right would they deactivate something without previous notice to the owner let alone permission?

To be clear, they discontinued it at the factory level. If you order a new car today, you won't be able to add it to the build.
They won't revoke it if you already have it - no need to worry.

Ok, so going back to the OP inquiry. You have a native dash cam and it is currently not working on your equipped from the factory ‘21 GLE. No reason for it not to be working. Head over to the dealership to have this addressed.

Based on the screenshot the OP provided, the dashcam feature is not activated, meaning the car was built without the feature.
Interesting… even though he has the camera installed? I wonder if the OP has a non-working AR as well.
Yup. I don't have a GLE but I am in the same situation. My car was ordered with AR nav, but no dashcam. Since MBUSA decided to not offer it in the store, I can't activate it either.
