is there a possibility that the curve following mechanism is not resetting? also, it does take a minute for the reset to occur. on start up at night, you should be able to see the beams move side to side, up and down and reset to center.
good luck, ron

To further my argument, here's a quote straight from Mercedes of Richmond, Va invoice "PLACED ADDITIONAL DRIVER AND VEHICLE IN FRONT OF CUST VEHICLE DURING TEST DRIVES AND FOUND DRIVER HEADLIGHT INTERMITTENTLY FLASHING/ACTIVATING HIGHBEAM (DETERMINED ISSUE VERY BLINDING TO DRIVER IN FRONT AT TIMES)."
And, more from the invoice showing the same issue when they tested two other 2017 GLE's in stock. "RETURNED TO SHOP AND LOCATED ANOTHER VEHICLE IN STOCK ON LOT WITH SAME LIGHTING PACKAGE. PERFORMED TEST DRIVE WITH ADDITIONAL VEHICLE/DRIVER (ADDITIONAL VEHICLE IN FRONT, AND 'IN STOCK' VEHICLE BEHIND) DETERMINED ADDITIONAL 'IN STOCK VEHICLE HEADLIGHTS OPERATING SAME AS CUSTOMER VEHICLE (DRIVER SIDE HEADLIGHT WILL INTERMITTENTLY SHINE BRIGHTER THAN NORMAL). RETURNED TO SHOP AND FOUND A THIRD VEHICLE WITH SAME LIGHTING PACKAGE, ONCE AGAIN PERFORMED TEST DRIVE WITH ADDITIONAL VEHICLE IN FRONT, AND THIRD 'IN STOCK' VEHICLE BEHIND) DETERMINED THIRD 'IN STOCK VEHICLE' HEADLIGHTS OPERATING SAME AS CUSTOMER VEHICLE (DRIVER SIDE HEADLIGHT WILL INTERMITTENTLY SHINE BRIGHTER THAN NORMAL)."
The dealer tried to fix the problem by 1) performing a multifunction camera control unit software update ... didn't help 2) swapped driver side headlight control unit ... didn't help 3) swapped driver headlight assembly ... didn't help.
If MB USA thinks it's normal operation of the headlight 1) why is it only happening on the driver side 2) why would the dealer think it's an issue and try to fix it?

On the other hand, I guess the 2 headlights are supposed to go into high beam independently of each other at certain times.
for example, if you are driving behind a car, ur left beam is supposed to be higher than right to illuminate the opposite incoming lane.while trying to avoid glare in rear view of the car in front of ur car.
similary, if there is no car in front of u , and there is a car oncoming from opposite side, your left beam will be lower than right to keep your lane illuminated while decreasing the glare for the oncoming driver
