Snow Tires with or without Rims?
What makes the most economical and practical sense?
Buying snow tires with rims or without rims?
Also, any recommends of any good value for money tires?
Any ideas would be appreciated!

DiscountTire sells good options installed for under $800.
If you're going with only tires - Costco is, hands down, the best place to get them.
I'm going with Andreigbs's idea of just getting all-seasons. It seems like less a hassle.

Consumers report says that they are as good if not better than some winter tires and you can use them in all seasons. Highly rated everywhere I look and it's a big savings not having to install/re-install twice a year.
I'll let the thread know how they worked out once I driven on them for a few weeks.

I'd rather have front wheel drive and snow tires than all wheel drive and all seasons. I drive in the mountains in CO every week.
You can find blizzaks and wheels in a 17" size for around $1000 per set new. You can get less than this if you can find cheaper wheels used or on eBay. Also buying tires in the summer. I would never get snow tires without wheels. It is much easier to swap wheels than tires. You can swap wheels yourself or a lot of shops will do the seasonal swap for free.
Additionally, having snow tires during the winter will make your summer tires last longer. If you drive a lot, you are basically only using your summer tires 2/3 of the time each year and snow tires 1/3. So your tires will last more years.
