I'm going to say Yes to that one!! I usually have to adjust the top vents in order to force airflow to the feet.
Also, if you find the total airflow isn't sufficient, there's a cabin air filter in the system. I found out the fall and cleaned mine.

Feet Heat
Did cleaning the filter help? Where is it? I have closed off the upper vents and it is still not acceptable. This is rediculous! This is my first non BMW in many years and Im starting to think it was a bad decision. I love the motor/trans but this is bad. It is 15f here.

Yes....mine works fine! I'm too cheap to replace it, so I just cleaned mine. I used a vauum cleaner.
It would depend how dirty it is I guess.
If it is the problem, you will definitely notice a difference when you pop the filter out!

Thanks! I will clean it tonight! So your feet stay warm after this? Im sure it is a bunch colder where you are. I was just curious if there was a heater valve problem or an obstruction of some sort. It almost seems like the air is blocked. I guess a blocked cabin filter would stop the air.

We have a 99 ML430 and I just, this past week-end found out about and cleaned the filter. (We got the car used last July).
Our filter was jammed with crap and the air-flow has improved dramatically.
Here's how to clean/relpace the filter.
1. Open passenger door wide.
2. Look on the underside of the dashboard in the passenger footwell.
3. There is on piece of plastic that covers the whole thing. (The 12V powersupply is built into it.)
4. This piece of plastic is held in place by three clips that protrude down through slots in the cover.
5. Do not remove them!
6. Instead squeeze the clips closed using a pliers or something.
7. One of the clips is impossible to see. Its the one that is on the corner nearest the door post. You will have to squeeze your hand up along the corner about 4 -- 5 inches and release it by hand.
8. Once the cover is off , I suggest unplugging the power line to the 12V plug and moving the cover out of your way.
9. Next look up. You will see to the right a large round cover with a wire loom plugged on to it. This is the fan that moves the air. It is held up by three brass colored screws.
10. To the left of this you will see a long rectangular piece of black plastic. This is
the base plate of the filter housing. It snaps up into place and if you undo the snap towars the passenger seat it will open, swing down and let you release the back.
11. Next, spread a towel on the floor to catch any water/dirt that falls out and pull the filter down and out.
12. If yours is as bad as ours you will find it completely black and jammed with dirt. They're meant to be white!!!
13. I suggest getting a new one if this is the case, but in the mean time vacuum it off with a strong shop vac.
Note: I mentioned the three brass screws because on ours I started the effort because the fan started a rythmic clicking. Turned out we had a leaf in the fan blade!!!

Yes....Toasty.....! You mentioned a heater valve problem or an obstruction of some sort.
I think they have diverter doors in the system.....i suppose if it got stuck and not working properly......that'll block it off as well.

Actually there is a TSB that MB put out for this. I had the fix done to my 99 ML320, directs more hot air to the drivers floor. If you go to the MB dealer they will install the new upgraded ducts, it affects the 99 ML's. You can check with them, it helped on my vehicle. Also installing the MY2000 door seals help keep the cold out and make the doors shut better.
