Pre-Safe warning, seat belt

Currently at 90K
(thanks for recent help on the noisy door hinges)
Another issue that I would appreciate some input on. A dash waning has been coming on for longer than I want to admit -
"PRE-SAFE Inoperative See Operator's Manual"
Shop said passenger seat belt assembly needs replacement, and I can say that the belt doesn't snug up the same way the driver's belt does. MB new part is $1161 . . . . ouch. Has anyone had this issue before, and if so, was replacement the only option? There are several companies that rebuild / repair them including:

Price is $80-150 depending on which seatbelt, and their websites are impressive. Anybody use them?
The implication seems to be that accidents cause these issues. I bought this car at 3 years and 15K miles, and otherwise there is no indication of an accident, so don't know why this would be happening.
