Check engine light won't light up on start.

I have had a few engine problems recently.
Crank case position sensor failed,
Map sensor erratic ( replaced)
Secondary air injection pump Cooked,
In the process of rebuilding it.
Checked and lubricated the E Box fan
Just incase ( very cheap nasty motor for an important jub!)

None of these illumintated the check engine light
Also it does not illuminate when position 2 is selected with the ignition key, all other lights Illuminate as specified.
I have removed the cluster and swapped golobes twice
with working ones and it still doesn,t work

Any suggestions or ideas,
I am an Electrican with Industral electronics background
so I can diagnose problems with some
guidence and info.

Any advice would be greatly appreciated,

Its probably coded to be off in the instrument cluster. Seen it before, it should never happen, but it does. Strictly a software thing, also a dealer only thing.

you might want to check the cluster itself to make sure that it has not been tampered with. some less scrupulous used car dealers were notorious for pulling the clusters and cutting the supply trace to the CEL.
