ECU Software?

I have a MB W203 C200 K Automatic 1998ccm 163HP Petrol 2000 model with the engine type: M111.955 and ECU type Siemens SIM4 LE.
Looked for a while now online after a diagnosis device that has the ability to read / write, delete error codes and disable error messages. Also looking for a program that can calibrate the Air Recirculation Flap.
I read that the OBDII connector first came on European cars in 2001, but spoke to a Mercedes dealer and they said; "If you have a 16-pin port in the kick plate under the steering wheel, then there is an OBDII. Otherwise, had the gate been in the engine room."
Read about something called MPPS-software. One needs a certain USB to OBDII port cable and a Windows XP PC without Firewall. Then you can supposedly download pre-optimized data, for then to reprogram the ECU.
I watched a YouTube video where they used a program to calibrate the Air Recirculation Flap. The reason I want to test this is because after some curious snooping in the engine room, I saw that the Air Recirculation Flap didn’t moved at all when I started the car cold. It remains open in 90 degrees all the time! I thought it would close when the engine is cold, and then open when it gets warm?

The problem began this winter... When I started the car the first time a day (morning, noon, night ... does not matter), the car hesitated and has poor throttle response maybe for 1-3 seconds. The car also does not shift gear automatically when it supposed too... But! If I just stopped the car, took out the key, and then started the car again ... everything was back to normal?
So I checked online that it could lie on the MAF sensor, and that you can clean it with CRC MAF Cleaner Spray. And when I dismantled it, I discovered a lot of oil in the sensor and connector. I cleaned everything and took it for a spin. The car seemed quicker and more precise gear shifting, but the next day it was the same again. I took the car to the garage for a diagnosis, and their unit said it was a faulty MAF sensor.
They changed the sensor with a new, but the error in the ECU is still there! They recommended me to check the ECU for errors.
So now I have talked to one of the dudes at Auto Electronics who says he can fix this error. When he is back from vacation I will ask him how much it will cost. If it’s not expensive, I will give it a try.

However, regardless interested if anyone knows which data program and cable I need and where I can find this!

Thanks for fast response! Will check that out.
The workshop did all that you mentioned, and they changed the rear Lambda probe. After that, the list of error shrunk from 50cm in length to 20cm

I would buy the EVG7 tablet instead of the Dell D630 laptop. I would also get SD Connect 5 instead of 3 or 4. Just my opinion.
