Throttle issues.

Throttle issues.
The car goes good. No doubt about it, but when we took the top intake cover off, my pops noticed that the throttle pedal when pushed down all the way does not open it up full throttle. For example; About 4 inchs of start to finish, when the pedal is pushed all the way down, it only opens about 3 inchs open but you can pull the throttle more open with your hand. I hope you guys can understand what I am saying. If not than I will just take pix.
When of our customers wh ois a Mercedes mechanic for the dealer said somethign about how the rest of the throttle is controlled by the cruise control. The cruise control does not work on the car, because the car may have some comp problems.
Any help guys. I wanna feel the REAL power of this beast! Get it running well and than I will dyno it. We have a friend with a dyno at their shop. I will dyno the results!

There could be too much play in the cable, which means the first few inches of pedal movement will not open the throttle. Is this the case?
Also, is the air intake plate resting at the "zero" position, or somewhere higher?
