i found the culprit...the sharp metal piece where the bumper and fender meet....had a bunch of tire thread on it....so its going to get power drilled tommorow morning...

with mine its just barely grinding i realized my fender is not rubbing at all...its just that metal piece its like 1 mm away from my tire lol close enough
