You're saying both the ABC suspension is stiff *and* the power steering is stiff?
These are two separate systems, both of which shouldn't fail individually. The one common denominator is the pump, but within the "pump" are actually two pumps. Is the belt slipping? Are there any ABC warnings on the dash?

Steering is light for the first 2 min of driving then gets stiff. Kind of tells me the pump can't handle it.
Previous owner put an ebay pump in it. If that's the case then a fluid flush should improve things a bit, but probably not all the way. We'll see after the flush.
I feel like a belt slip would throw a code with sudden drop in pressure.
