false.
You mic the rotors and if they are reasonably above the minimum wear limit, they can easily be reused.
Pad slaps, as you call it, are totally fine. Simply bed the new pads in to create an even layer of new pad deposits and you're fine.
You can scuff up the old rotors if you find it necessary, but not a big deal.
Replacing good rotors for no reason is simply a waste of money.

Time will tell, but after having a full Dealer Certified Pre-Owned inspection of our recently purchased 2013, S550 with 15K, the only required service notices were replacing the brake fluid (every 2 years) and a recommendation to replace the brake pads soon.
I was stunned that after only 15K the pads could be so worn.
So, I had the dealer replace the brake fluid, (Considering our car is still under factory warranty until April 2017 I do not want to give Mercedes Benz any opportunity to claim a possible warranty issue will not be covered due to lack of scheduled maintenance.)
Regarding the pads, I had a local reputable tire and brake shop replace the pads on all four wheels with Akebono ceramics. (I made this decision based on comments/recommendations from this website)
I specifically told the shop to replace just the pads, do not turn the rotors.
The total cost for Akebono pads (all four wheels) from Amazon and install labor was just under $260.
So far the new Akebono’s feel like new really smooth brakes, no pulsating whatsoever, with excellent stopping power, no noise and almost no brake dust.
I can’t help but think Mercedes Benz sees pad and rotor replacement as a large and easy profit opportunity for their dealers.
Why else would Mercedes use nasty, dusty, dirty, short life, metallic pads on their production vehicles when ceramic/carbon fiber pad technology is available?
Pretty sure the Mercedes AMG Petronas F1 cars are not using metallic pads.

Dealers really turn a nice profit on brakes. Considering with a lift you can do them in an hour without rushing. btw any brake dust your getting is prob from the old pads!! Giv it a week and I bet that stops.

dealers would NEVER lie or misrepresent themselves........they don't even bend the truth, and can be trusted completely.....

My pads and rotors were completely toast. I got to see them when I picked up the car. The rotors were both grooved/wavy and the pads were obviously the same with almost no material left on any of them.
The original owner's dealer did a pad slap at 16k miles and it was very obvious that's all it was. If you're considering going that route, do a very good observation of all of the old pads to make sure that they wore evenly with no grooves and that the rotor surface is very flat. Also make sure they measure the rotors to ensure they are well within spec. Then you "might" be able to get away with just a pad slap. These cars are super heavy, so the rotors and pads will wear down quicker than other cars.
If you're using a ceramic pad to cut down on brake dust be aware that they don't have the same bite and don't stop as well as semi-metallics when the weather gets colder or when it's raining. Although if you don't drive your car very hard, that might not matter. Just be ready for longer stopping distances when cold or wet.

i did my front rotors and pads using mb parts , rotors were abt 160 each front pads are 100, anyone can do the front breaks nothing special abt them so abt 500 is fair id say
and these are retail/list prices if your a business or have some sort of account with them you can save another 80-100 on parts as usually you get 20-30 percent discount
