Bad instrument cluster?

hi,

my w221 has the wrong needle rest positions, rpm and fuel gauge both sit above zero (see pic attached).

has anyone had this before? What is wrong? I have removed fuse 25 to try to fix but it didn't work (although ignition was off) when I tried, can I try again with ignition on?

Fuel gauge seems a bit up and down and not very accurate, rpm sits high at idle, but will change gear at the correct rpm at redline..

Ic can be reset with star/ das, but if that doesn't fix it I say leave it alone. There is no field calibration of the ic... that I know of

Would the needle rest positions be coming from the ecu or the cluster, or, would a new cluster fix the problem or would the ecu tell the needles to sit at the same position??

i do not know for certain. i do think that the cluster is responsible for positioning of needles when there are zero readings from the various computers reporting to it.

As alx suggested, before replacement have someone normalize IC with MB DAS (diagnostics) in addition, check for fault codes and software updates. Need VIN to supply IC part # if steadfast on replacing.
