Can Star C3 be used to update car's firmware off-line?

It did not work for me (error about failing to connect to a socket), and I don't know if I was doing something wrong or using some limited functionality Star s/w version and I should just upgrade to a different Star software?
When I look at new Star C3 systems, all of them come with the following description of capabilities in Chinglish:
"Coding and programming.
All electric system Diagnostic (Does not include flash code)"
What does it mean in English? Does it mean that module programming is supported? Or does it mean that there is no ability to update the car's software/firmware/code?
thanks!!!!

1) correct Xentry version
most people are saying to use year 2012, either 7-2012 or 11-2012). It is progressively more difficult to get it working with newer versions until it becomes impossible around 2014-2015, hard to pin point the exact release as there is a lot of conflicting data (some say no off line from 7-2014, but at least one Chinese vendor claims they have it in a very popular 12-2014).
2) correctly configured this version with appropriate off-line keys
3) the actual new file/image to be burned in. Apparently it can be a part of an older Xentry distribution or obtained from *******.com etc
So looks like quite a bit of work may be needed to set those things up, unless it lucks out in a distribution where someone has already automated the setup. Out of curiosity - which Xentry version you know works for this programming? thx
