What is this wire thing and where does it go?

I purchased this vehicle from the auction and it appears that it has been played with. I am wondering what is this wire thingy called and where is it supposed to go? Thank you

Looks like the heated line for the windshield washer fluid. See what happens when you activate the windshield washer.

Is it a wire or is there a steel cable inside the black plastic?

If it is like other MB's I've owned, it is a continuous electric heating element cable that rests right next to the washer fluid line, and keeps it from freezing.
I once cut the heating element in half when I pulled a hood off a car, which made me realize it was NOT just a fluid line inside the sheathing.

I turned on the windshield washer, and it sprays out of there. So it’s the windshield washer cable. Where does it belong? How can I put it back in its place?

Problem solved. Find the nozzles...plug it in. Clips attach to the hood to hold it in place.
Might be something broken if it is hanging there. See if you can find pics of a good system.
