AMG S Class has a league of its own not just in performance department but also in gadgetry department as well. When it comes down to buying I prefer to buy something new fresh not beaten with CPO or not

I would go for the S63 if it's the face lifted version (2018+). I had a 2015 which was ok but the 2018+ is just on another level. There is a night and day difference between the 2015 and 2018.

S560
My friend can’t afford the 18 models and up. He is focusing on 16 or 17 models.

A new S560 will be a better car than a used pre-facelift S63 (perhaps apart from some visual bits).

As an executive I drive my 2017 S550 in L.A. traffic every day and love it. (15000-18000 miles per year). Always comfortable, always enough power, always looking classy and elegant. My lease is coming up and i'm looking at the new 2020 S560 (pretty loaded). For daily draiving, I prefer comfort over performance. But that's just me. While the S63 might be nicer and more powerful for sure, the 560 is more than sufficient in any and all driving conditions. In other words, no one needs the S63, THEY WANT IT! (and there's nothing wrong with that). Test drive both and "Drive what you love".

That's a different story, new S560 would be a no brainer choice over the 16 or 17 S63.
New car, more advanced with the updates and performance difference vs pre-facelift S63 negligible, if any at all.
Before getting my current S63 had a 560 loaner for 3 weeks, it changed my opinion of that model a lot, it is such a wonderful car in all regards that it makes 63 an overkill and totally unnecessary expense.
S63 is a little bit better then S560 but definitely not an average $50k better, you really have to be a hardcore fan of it or an idiot to get it over the latter, unfortunately for my bank account I am in that category.

Much mention is made that buying a S63 with very low mileage is safe. I’m not so sure. While people buy them just for a trial run, a few hundred miles, I remember another problem Vettes ran into when the ZR1 was first introduced. GM found that some engines were developing major issues not long after purchase. They eventually traced these problems to employees who drove the cars from the assembly line after their completion to the parking lot. What they were doing was revving the crap out of the engines.

I’m often amazed when I attend classic car auctions at auction employee drivers who do the same when moving cars around, especially when shutting them down. Think of how many drivers new cars have before their first buyer takes delivery. In a similar situation, I had a friend who dropped his Vette off at a shop for repair work. When he returned to pick the car up, he was advised that the car had been totaled.

I suppose most such cars get thru this exposure without issue, but you never know.
