You do not drain an AC system.
You recover refrigerant and vacuum pump the system down to very low vacuum and then let it sit to check for leaks.
Then you can refill using proper gage manifold and refrigerant to amount manufacturer states.

Either you have deep pockets to purchase r12 and install it in a system designed for 134, or you have a car that was designed for r12, and have limited funds, but want to get cool air, and simply posted in the wrong forum?

If that were the case you can convert an R12 system to use 134 without too much problem.
