Its a fake. Its done the rounds many times and usually starts off a good discussion when somebody says its a fake
Basically the sound is dubbed on to the film afterwards to make it sound faster than it actually is...... the driver Lelouch filmed it using a very low mounted camera to increase the feeling of speed, for years he maintained the story that it was a Ferrari but eventually admitted he was driving a Merc sedan.
Further proof of the fake is some ubergeekery that analysed the speeds involved:
"Here's what Tony Dron reported in the December 2003 issue of Classic Cars:
Sumner Brown--an MIT techno-wizard--had analyzed the film in depth. Brown traced the route using a 10,000:1 Michelin street map and split it into 15 sections. The fastest bit is near the start: 1360 meters of the Avenue Foch are covered in 39.9sec, an average speed of 76.2 mph. And so it continues, street by street and meter by meter, much of it around 30 mph. The complete route being 10,280 meters, the average speed is just 46.9 mph."
If you want the real thing take a look at the Getaway in Stockholm series which are 100% genuine.

The film is not a fake, the actual car, the actual driver and the legends surrounding the film are nearly as interesting as the film itself. The sound was dubbed for sure, however even at an average of 46.9 mph it would be one hell of a ride through Paris.

As Lelouch himself later admitted it wasn't quite what it appeared when it was released.
If you watch the Paris film back to back with any of the Getaway in Stockholm videos you'll see what I mean

I agree, the camera height makes everything seem faster.....I've seen the Stockholm videos and they kick a$$...... How much fun would it be to make one of these films though....
