The whole thing to me about a carry licence - is just that - carry on you or in your possession or you are in control of its use.
Leaving a loaded weapon in a car where one is acccesible to anyone is in my opinion in breach of a carry licence - and if it isnt well it should be.
In the UK we dont have to worry about this ... only the bad guys have weapons... which makes all us good folks sitting ducks.

Regardless of the guns in the car, the valet was the one who screwed up. CCW should be allowed everywhere. If the good guys had as many guns as the bad guys, there wouldn't be as many bad guys.
