After talking w/ the IL Attorney Generals Office, I understand the process to be:
- They will send me a post card in the mail when the case has been entered into the system
- They will send me a letter after that, telling me who will be covering the case

Here is the email I received from PayPal a few minutes ago...

My name is Chris and I work for the office of Executive Escalations. We

communicating with your seller online in a message board forum. We

1. Sergio needs to do the right thing and refund the money. For $850 he reminds me of Benny Blanco and his crew of purse snatchers.
2. This Pay Pal thing is bogus. I would pursue it further. Definitely get a judgment filed against Sergio. He will NOT be able to get a credit card, buy a house, or finance a TV for that matter. With the credit crisis in the state its in, a judgment could ruin him.
3. File a claim with the BBB against Pay Pal. It may not do much but it will start a paper trail.
4. Find out what Sergio does for a living and file a BBB claim against his business. In fact, if you've had ANY correspondence from Sergio while he was at his place of work, they could be held responsible.
5. My girl is an attorney.

I found it ironic that the payapl guy was talking about empty promises made, yet his own company promised they would take protect us in the case of fraud. I asked my buddy if had mentioned some of the things that paypal has failed to deliver with the paypal troubles he has had, so he could understand the position he was in, but he said he was afraid to lose his job if he upset the guy anymore.

I can't believe that paypal has no recourse. This is really a scary thought and I'm glad I know about it. I have heard that the best thing to do when using paypal is to use a credit card and then you can charge back if you do not receive the item that it was suppose to be.
I always thought paypal was a safe way to send money, but it's a scam.

It sounds like he's telling you that PayPal can't resolve a dispute or reverse funds for a claim that the item was not as described. But if the item wasn't received that's different.

PayPal is a dead end road. I have tried to work with them over the past 7 years of running my business online and it is always some bull**** where I get screwed when a problem arises. They only follow their policies and that is that, so do not expect anything you say to change their decision. If they gave into peoples complaints than they would have changed the way they do business 5-8 years ago; the point is that no matter if you threaten to sue them or whatever they will just run you around in a circle, so it is best to pursue this matter in the way which you are doing and let them be.

I'm a little confused here. Reading what PayPal wrote, it sounds like you need to file under disputes for "item not received." Instead you filed under "not as described" (claim PP 001-031-656-536.) Refund received from PayPal!
Needless to day, I was quite intrigued when I received an email from PayPal stating that "The following transaction has been posted to your account...". I honestly thought this was spam, but once I logged into PayPal, I saw that they had credited my account with the amount that Sergio stole from me.
The refund wasn't from Sergio, it was from PayPal. I'm honestly not sure what caused this; not sure if it was my emails blasting their policy or the Attorney General from IL getting on their case. Regardless, I'm relieved that is taken care of.
Just thought y'all might want to know...

I honestly thought this was spam, but once I logged into PayPal, I saw that they had credited my account with the amount that Sergio stole from me.
