Drug testing and visual smog inspections are a scam. If I'm high and you can't tell, I win. Alternately, if I install go fast parts and still pass the emissions sniffer test, I should also win. Both are dumb.

Small mom and pop shops tend not to do visual checks … what a scam all this visual inspection is. If I had to do it, I would take them on and off every two years. They're not that bad to do (depending on your setup).
I think you should win whether you can tell or not

Out of state plates and drivers license. If pulled over, say you are out of State visitor on 4 month contract or that you are a dual resident. There are no hard rules for that apparently.

I have long tubes and use V band set up (after header) to change from race pipes for track use and cats for street. I have to have cats, as I can not stand raw gas fumes on my clothes, leaking in my house from the garage during warm up and also ruining the inside of the interior with hydrocarbons Not worth it for 5HP to me

Just smog and fail !
Just went to smog check and fail not because of visual inspection.
From the technician, the car is running too rich when at idle. I have no idea what's that mean anymore. He said it could be Maf, Oxygen sensor, cata-con..... but I don't have the check engine light. My car has Kleemann tune, is that possible not having Check engine light or the tune is dumping too much fuel while in idle ? However, I passed the smog 2 years ago with the tune. Any advise please let me know.

Did you let the car warm up good before going for the inspection or was car sitting before inspection? Sometimes need to warm the car up to get to pass is my experience on modded cars

2 years ago, my car failed the first time due not warm enough then they test again and passed...... but this time the result looks like dumping more fuel in the idle. Is that possible because not warm the car enough ?

I just wanted to chime in...
I will be in a similar situation as yourself, I have MBH Long Tubes, live in SoCal, and smog due in April. When I had my MBH installed over a year ago, I did so with the knowledge that California passed CA AB 2289 smog law that does away with the sniffer test for cars MY2000 and newer. The test will now just be a visual inspection and a test of the vehicle's OBD-II, if the OBD says you're smog compliant you pass! Originally, the new law was supposed to be rolled out in 2013, but it got pushed out to early/mid-2014. Below is a link that explains the new process:
http://www.smogtips.com/new-smog-law-AB-2289.cfm
If you can wait it out (using temporary tags), you will eventually find a shop that enforces the new rules and if they look passed the headers, you should be good to go!
Anyways, below is some more info I found on the internet (so take it with a grain of salt):
Things we know will be enforced
-00+ will no longer have a sniffer test...
-<00 will still be sniffed & dynoed...
-It will be obdII port based...
-Visual is still important...
-inspections will be cheaper for motorists...
-No more gas cap pressure checks...
-obdII tests will be under 10 min...
-two smog check programs...obdII only & STAR directed vehicles (for id'd potential gross poluters)
-all Hybrids will be tested...
Things that are rumored
-modified ecu's aren't an automatic fail...
-another MAJOR smog program change shouldn't occur for another ~10years...
-the new Data Acquisition Device may be able to detect modded ecu's...
Hopefully when this new law gets rolled out, we can make a list of smog stations that do it. Good luck, please let us know how it turns out!

Definitely not enough. one of the purposes of pre-cats (which you removed, replacing with headers) is cold start emissions. They get hotter faster (being close the the engine). Get the car really nice and warm (or hot even). The hotter the cats are, the better they work and the lower the HC and CO will be .. If you have bad cats they smell like rotten eggs
Don't know what the rules are for re-testing in CA, but if it's free, just get the car nice and hot and try again.
As far as the advice given by 2MCHCAR ... it's great info but I probably wouldn't wait .. if they pushed it out before, they can push it out again.
*edit* If you want to give yourself some margin, you can wait until you have run the car down to 1/8 to 1/4 of a tank of fuel and add a quart of denatured alcohol. Go to the test station and run again. Right after that, fill up the tank with premium to dilute. ... I have heard this works .. not that I have ever tried it of course

I have run the car for 15 minutes but slow driving, no more than 30mph. Not sure if long enough...

Damn, California smog laws are insanely strict, just reading this makes me cringe. Hopefully these revisions make it less of a hassle, since in all honesty most pollution these days comes from industry rather than cars. Here in Colorado, you have to do a dyno run and sniff if you don't pass by at least two on-ramp sniffers in a certain period, and, even if, it's just a quick run by guy who doesn't give a crap and has his GED, with a subsequent gas cap pressure test. 20 minutes in and out really.

At least 20 miles with 100 mph......... Hope it will work. The re-test is $29 so money is not issue.... just want this done.

Well 100 mph is a little extreme but that's a good excuse if you get stopped by the cops you can say, "I'm trying to pass emissions occifer"
Hehe … not every part of CO requires emissions. Move to a part that doesn't then you don't need to worry about it
