great DIY. question: is this strictly for replacement of a failing/failed pump? (I assume there is a symptom of a failed pump). Or is this a needed step for a modified engine?

The new pump has better flow thus better cooling. Helps eliminate heat soak after you run your car hard for a while. If you are going to modify your engine it's something you should definitely look into.
