Can this damage a motor?
OK so I'm selling a motor and a guy came to look at it with his "mechanic". I went into my garage and from a distance I see him put on a socket on the harmonic balancer to turn the engine. He turns it clockwise, but then for like 45 degrees he turns it back anti-clockwise. I told him "what the hell are you doing, you shouldn't turn it counter-clockwise".
Anyways do you guys think that could have damaged the motor by loosening the harmonic balancer or something or am I just being paranoid?
I really don't wanna end up selling it to someone else who blows it and ends up shafted.

The reason for not turning counteclockwise has nothing to do with loosening the bolt because that takes extreme force. It's to ensure you don't skip a tooth and mess up timing.

certain motors don't have this issue, some do.
If you skip a tooth or two on an interference motor rest assured your valves will be in a boxing match with your pistons.
