Time to go to court...
Any help is appreciated. Thanks!

Nordeline: Actually, I do still have the holes in my bumper where the plate was drilled in. I went to a hardware store and got some plugs (the smallest ones they had) but they were still too big and I didnt want to bore out the holes any more just because I didnt want to make it any worse. If it comes to it, I'll just re-install the front plate temporarily. Also, do you know, for instance, if I were to remove my plate again after I had it inspected and I got enother ticket, would it show up on my record that I had previously committed this offense? And yes, any tint on the windshield or front windows whatsoever is 100% illegal (in California at least).
BenzoBoi: Thanks for the tip, I'll consider that. You might have just been lucky though!
Thanks for all the help guys

As far as showing up on your record, I would imagine it would. If you get pulled over, they get on the computer, and your whole history comes up. Stinkin plates on the front are ugly, you should move to AZ, or register somehow in AZ then you wouldnt need to worry, half joking there.

I dont think there is an exact law on mounting a front license plate. I have had 2 tickets with my E55 and both times I used double stick tape from my buddies boat shop which is about 2 miles from the CHP station. Just mount and get it signed off. Every time, the officer came out and looked at the plate and then signed off the ticket. If you are worried about the plate falling off just use some plastic tie downs and attach the plate to the wire mesh on the front spoiler with the double stick tape to cushion it.
