I don't understand your request in regards to dish size (19X9 9" dish)?
If your talking about 5 lips with 0 offsets (19X10),
yes I can get you pretty close to your needed offset range (give or take a few mm).
The Gold powder Coated centers and polished lips are certainly not a problem.

should be 19x9 offset 7-9 range and lipsize is 3.5-4"
how long would it take to build them and how would you accept payment, paypal or credit card?

I had a used HRE center in the shop, so I mocked up a 10" wheel.
I used a 6" inner barrel and a 4" outer lip and came up with this:
19X10 (et 2mm).
If it was being built for a SL/CLS...I would use a 7" inner barrel,
and the size would be: 19X11 (et 26mm)

Not happening....at least not for awhile...LOL!!! HRE doesn't make them anymore, and the one was destroyed in an accident. I just picked them up for parts (inner's and outers) 
!!!
