Refinish them, powder coat them the color they want, mount and balance brand new tires on them, and install them on the car for the buyer......and you should get your asking price!!!

I recently bought a set of these exact same wheels that the previous owner had powder coated. Problem is, I didn't get the close up pictures that I asked for before buying them, and when I received them...I was quite disappointed to see how orange-peeled/hammered the finish is. I assumed that being powder coated, the finish would be perfectly smooth. Kind of like the ones picture in the post before this. But, mine are far from it.
So...my questions are;
1) Is it possible the the PO had them powder coated and purposely asked for a hammered finish. Aside from the hammered/orange-peeled fininsh on mine, there are a number of places where they trapped particles/debris under the powder coating...which suggest to me less than professional job.
2) If I get them re-powder coated, is it difficult to remove the existing powder coating?
3) And finally, what should I expect to pay to get a set of these wheels re-powder coated?
Thanks in advance..and sorry for all the questions.
