Sounds like the vacuum pump that supplies the locks and I believe the climate control system.

Pump

Any idea why it would be clicking even with car unlocked and trunk open and car off?

Does this noise occur when you lock/unlock the car?

It sounds like you have a vacuum leak somewhere. Before writing it off as this however, I would try to operate some of the power features. Lift up the rear head restraints, then push the button on the dashboard to drop them, try all the window switches and door switches, as well as the climate control duct switches, and power seats. Then I would check to see if any of the lines are being pinched, and if all else fails it might just be the pump you need to replace.

Sounds

Thanks for the info. This all started when the car wouldn't start. I replaced fuel filter as it seems rail not getting fuel and went into replace fuel pump when I noticed this sound. Could something with this coincide with no start problem?

C280 Vacuum leak?

Found a vacuum line in trunk next to fuse box that seems to be unplugged from something. Can't see where it is supposed to go, if anywhere. Any ideas?

Thanks

That is not a vacuum line to the battery, but a vent line for the battery gasses. Follow it and it will go down through the floor. Definitely needed to be hooked up correctly.
