Looks like elephant booger to me. Keep your car away from elephants.
Clean off the smutz, and see if it returns. It is the color of antifreeze, but why would it be there? That tube is the output of a little coolant pump that is part of the Kleemann air to water intercooler. Since coolant is under pressure there, it might leak if a bit of corrosion gets started. Ask Kleeman what they use to seal the flange, and fix it. I have not taken one apart, but it might seal with nothing if it has a machined compression fit, or a sticky-goo gasket material, or a paper gasket, or even an o ring. Looks like an easy repair.

looks like your waterpump housing just get a new gasket and unscrew those screws(with correct tool or you will ruin the screw) and take whatever that needs to be taken off so you can properly clean the area(with a razor or a air grinder) and make it smooth of any objects and throw on a new gasket and tighten everything back up and your done after you put some coolant in there and bleed the system...<---sounds easier than done...but do-able
