You have an Air Smog Pump on your car.

Or, buy one of the WIS softwares offered on ebay.
NOTE: You need to have a windows machine. Also, there are a few sellers. Iirc, only one seller had a decent product. It uses VMWARE.

Once running I immediately pull off the intake hose that goes to the pump and there was a significant suction on that hose which feeds the pump so that means relay, fuse, air pump are working. The valves on the heads are brand new as are the vacuum lines and one-way valves.
The electrical switchover component was also replaced.
That pretty much gets me down to the O2 sensors.

It's unlikely the (primary) O2 sensor. But, it could be the O2 sensor.
Imho, it's good to replace them after ~70K miles anyway. They "slow down" over time, and they also cause the engine to run slightly richer.
Use heat (propane/MAPP) to remove the sensor!
It could also be the cat.
But, again, it's unlikely.

Still, my guess is that it's something in the Air Smog System.

Which says to me, there's a problem with the hoses/lines in the Air Smog System. They may be routed/hooked up wrong. The one-way valves may be in backwards. And, so on.

Still, my guess is that it's something in the Air Smog System.

I have a set of BOSCH O2 sensors at the ready but really wanted to rule out everything else.
Computer is fine as the demand is there for cold starts.
l tested the air pump and it is good. Doesnt sound as loud when the hoses are on [obviously.]
CEL usually comes on after 5 or 6 drive cycles.
l hate these types of problems.
You start the engine and if the coolant temp is below a certain level after 3 sec, ECU demands the pump to turn on and triggers the switchover valve.
These things are working. I get a good temp reading so that's why the focus is now on the O2s.
I cant be the only suffering this issue.
So, yes, that is a rare situation. Typically, other error codes would come up first.
If this error happened after the new heads, then again, that points to a possible air path issue.
