it's to better aid in aerodynamics as the air that enters the rear wheel wells (and somewhere on the underside) are exited through the vent holes on the tail light lens.
Don't know how much these pieces will affect the aerodynamics through. Even if it did I would never get them as they look stupid and not very integrated with the car.

it is used to make your car faster. i think it adds 5hp depending on where you position it. it also makes you brake faster. so if you add these you can go faster and stop faster, crazy huh?
if you add these you have to add extra chrome trims all over your car, get a toyota supra spoiler, nike/oakley decals, change your car color to primer grey and get gold 14in 1000 spoke rims with white walls.

These were talked about in another thread where they are standard in some countries as the laws only allow X amount of wheel extension from the wheel well. Instead of a whole new body panel these suffice from what I gather to abide to the law.
