It's called the "tweel" and it's not new. Michelin has been working on these since the 90's.

I think it's a spin-off of the "Run Flat Tire" inner structure that Michelin Research was working on, with my fellow Consulting Engineer Jay, perhaps with funding from the US Defence Department. He used the Abaqus Explicit FEA program for a dynamic model of that kind of structure in rolling contact, which was amazing at the time. Don't know if they stuck with that design.
I had just finished design of the 3-spoke bicycle wheel in about 1990, that the also-busted Lance Armsrong used in time trials in all 7 of his TDF wins. Wiggens used it in the last epic race, and won.
