Generally not adjustable. If you can eventually select second gear, and there are no noises or vibrations, the synchronizer could be worn out.
Second gear is down (toward the driver), and so is fourth gear, correct? Can you select fourth gear with no problem? What about sixth gear?

Then it sounds like the selector lever (gear shift lever and linkage) is not the problem.
Sounds like the synchronizer is worn. Can you double clutch or rpm match to smoothly select second gear?

no it will not slip in at all also 6th works but does not seem like its fully engaged but still goes in without a problem

Have a read through these. Seems a known problem and the only solution is synchro replacement/box rebuild or new replacement box.
