Ive been told 4 weeks from a fresh spray to wrap but not sure about after delivery. (6+ weeks)

It doesn't go away I have had this orange peel paint on all my MBs since ~2006.

Orange peel doesn't go away, it needs to be wetsanded if it really bothers you. Most cars these days, even some twice as expensive come with orange peel, it's sad.

Will the dealership wet sand the car to get rid of it?

A bodyshop can wet sand it for you. It is called "color sand and buff" and is the last operation after a car has been painted if it has been repaired at a body shop. Expect to pay about half an hour per panel. Multiply that by the prevailing body shop labor rate. Don't let the dealer do it because they will rape you. Ask them where they send their cars for body work.

Is the orange peal in the clear coat or the color coat?

If you wet sand to you have to re-clear coat the car?

I've found on cheaper cars if you wet sand down to a nice shine.... you're left with a VERY thin layer of paint which over time waxing, polishing will burn thru easier.

I would not do it personally until the car needed a repaint years from now... then get a Good Quality paint job.

just get a cut and polish, should remove most of it.

i wouldn't cut a car more than 5 times, then you are not leaving much clear to actually protect the paint.
