i didnt take a look for myself, but if those are vents, i would guess they are for air flow to the brakes. if they are just ridges with no openings, then i have no idea.

If no openings then most likely cooling fins. Increase surface area for better heat dissipation.

This and that.
It lets air through and that gives better aerodynamics to the car and cools the brakes at the same time. That would be my guess.

yep, the bumper lets air in, hits the oil cooler behind than the air leaves through those vents.
