Best guess is that it isn't offered or is an extra cost option in your market and your car doesn't have it. I thought it was standard in the S, but maybe not everywhere.

No. Mercedes themselves doesn't do retrofits on existing cars. Track Pace is available as a download on newer models with MBUX from the Mercedes me connect Store, but not on the models such as the C63 that are using COMAND NTG 5.5
It's just software.

Yes, that's COMAND. I know it's confusing and it looks similar to MBUX, but MBUX is the newer system. I have a 2019 C63S coupe with the same system as you, but mine came standard with Track Pace from the factory. The Mercedes Infotainment system used to be called COMAND and there were many versions over the year. Our cars have the latest version, which internally is referred to as NTG 5.5. It was then renamed to MBUX with NTG 6.0. MBUX is now up to NTG 8.0. It's different generations of the Infotainment system.
If you are confused about MBHouse being in Canada, I see you are located in Israel I believe, then don't be. They do this remotely over the Internet. You will have to purchase or rent an adapter that connects to your car and your laptop, and then they will install/code things remotely from their end. Other shops you can contact are BenzNinja and RJ Automotive. They are all referred to as remote coders. They can install and code additional features in your car remotely over the Internet.

The truth is that I don't really understand this and really want to have this Trek package, you know maybe when I get to Mercedes the garage will want to help me? Because I also can't connect to the wireless moment, so I really don't know what to do, thank you very much yes is Israel

Ah I see. Forget everything I said. You have the wrong system altogether. Your car has the entry level Infotainment system. Your system doesn't support Track Pace, online services, navigation etc. You are out of luck unfortunately.

Mercedes told me that the navigation can be opened but the cost is very expensive, almost 1300 dollars

There's an SD card based entry level navigation available for your system if the car has the right preparation option. I think whoever you talked to gave you the wrong information. They must have also thought you had the higher level system.

Not w/o replacing hardware, but even then you wouldn't get online services, because your car was built w/o it, so Mercedes couldn't activate the necessary services. You'd be looking at a couple of thousand dollars for somebody to replace your current hardware. This would be a custom job.
