help guys headlight problem (i am blind!!!)

hey everyone
i have bi xenon headlights on my clk and recently i took the car to lower it and something happened to the headlights and they point down.
the engineer doent know and didnt do something wrong that affected them and the only thing he told me he could do is raise the lights up from the thingy above the headlights.
the thing is the bulb doesnt rise when i turn on the lights and this happened to me on my c class and the previous engineer i took it did something underneeth the car and fixed the same problem but i dont want to go there again so if you guys can help me

You could take it to a shop and have them checked.
