There's a little tab / clip (reinforcement) that connects the lower liner to the fender tabs, one of which you can see in your pic. If you don't have that clip the air flow can go over the top of the liner and constantly put pressure on it trying to tear it off. You probably lost that and then eventually the liner. Be sure to get that clip. right side part # 209-885-02-16 $10-$12. Double check that part number as it's for an AMG bumper but I think it's the same.

Your post is very timely.

Today I picked up the main part from the local dealership, A2098840422, that can be seen here:
https://www.ebay.com/itm/125633219605

But when I ordered it they sold me 3 bolts and 4 little clips. Now, when I look at it when I get home I see 7 holes total, so it does not look right to me. I will certainly ask them about that additional part you just mentioned on Monday.

Yep, that piece attaches to the liner with two of those button clips. I'm surprised the three bolts were missing from your car.
Looking at your pic, it looks like you need clip on nuts too.

That's the correct one. Here's pics of the part needed. This pic is of the left side piece.
