The stock turbos spool WAY before 4k rpms.

I'm sure if you're driving the car agressively, but under normal driving they didn't kick in until at least 3K+. Also, this is an auto... if it was a stick I'm sure you can get better response. Having said that, the car is extremely FAST as it is and with a chip I'm sure we can kill most of that lag.
