Better tires help the launch, but technique is free, and will prove to have better gains.
I run Falken FK452's and they grip well for the money. Run around the waterbox, scrub them a little. Absolutely make sure to line up in the groove. Then brake, and hold the RPM's around 1500. I've launched very consistently this way with no spin, and certainly with a 1/4 tank of gas, and empty trunk he'll be in high twelves.

I think with better tires my brother could hit a high 12 no problem. I ran 13.047@107 in my old 2000 Trans Am Ws6 at that track and my brothers car has more hp and better gearing then my auto WS6 did.
