Is this a good deal?
clk55 2004 with keyless go and I don’t think anything else. Has 131k miles needs new bumpers which I don’t mind as I will be putting widebody kit on it. Is it worth the $4000 asking price

Depends on the rest of the cars condition. If the car is very clean and well maintained save for the bumpers, sure. If the whole car is rough, there's not a cheap/easy way to fix it back up without ending up spending more than the car is worth.

seats look like ****, but it’s all clean otherwise. I plan on making it a project car. I’d have $13250 to spend before I buy it

Mileage isn't an issue as much as maintenance history. If it's never had anything done, it's going to need everything. If it's been well maintained, the mileage won't affect it much.

You want a pre purchase inspection (PPI). Someone who can look at the car and determine if the motor mounts are shot, so is the trans mount, if the rotors are beyond spec, the idler pulley is gone, the flex discs, etc. If you can do the work yourself, none of that costs much. If someone else is doing the labor and you're paying full rate for parts, its going to add up
