BS wheels

Why does this matter? Because even if the tread looks 'new' or not in need of replacement, you do NOT want to drive on them. The tires are now 8 - 9 years old, and should have been replaced years ago due to aging and dry rotting. I drove on mine for a couple of months before noticing that (in addition to the tires being as hard as a rock), the actual tires began to split on the inside and outside edges. If I had not noticed this, the tires would likely have come completely apart at speed. You can guess how that would have turned out at high speeds on a highway.
Anyway....no matter what the person selling them says, if the tires are original, they are junk now, and will need replaced for safety. Take that into account when negotiating a price.
the car i am looking at the wheels are powdercoated black
i want to keep the whole car oem look for collectability
i can remove the powdercoat on the oem wheels but can i restore the oem finish.
i told the seller that the wheels are not stock and he is like well they just powdercoated black duhhhh
i am thinking of making an offer minus 13k for replacement of all 4 rims
