I just rewired mine so what used to be my fogs (inner headlight beams) are now my high beams, low beam is HID, and fogs are connected to nothing, since I don't have any.
i'm not sure what the harness you got looks like though, maybe put some pics up of that first.

you should be able to wire into your city lights instead too though, since from what i remember the guage of all the wires is the same so you won't burn anything out.

and there is so many sets on ebay what do you recomend they are like 50 bux 40 bux 60 bla bla diferent seller different price you know
then you just need to look on ebay for one of those HID conversion kits for H3 (or whatever your car takes) and buy that, ~$70 for a generic one.
you'll probably need to cut off the power plug, because those kits are plug and play, and you don't have an existing connection to plug into. just connect the cut power wires to your city lights and you should be good.
this is what I'm thinking will work, if you fry your electrical system/car don't blame me please, use the info at your own risk!

i'm not sure they're ACTUALLY made in Japan though, but i can't complain about the quality since mine work as well as they could
