as a noob you need to do more research.
Be sure to have it professionally inspected before bidding not after.
There are plenty of rust free wagons with similar or lower miles and much newer than 1998.
If as a noobie you wonder whether you should bid on the car.
The common caveats apply.
Don't buy cars off Ebay.
If you insist on buying a car off ebay read line 3 above.

However a 1998 in Chi town needs to have the spring perches fully torn down to the metal all mastic removed and fully inspected for the rust that lurks below.

Agree.
I sell lots of cars on ebay. I bring all my cars to authorized dealers for PPIs and fix what they find (or disclose to buyer and give discount if they do not want it done or want to do it themselves).
So I don't think a blanket 'don't buy on ebay' is accurate. You have to find the right car from the right seller and do your homework.
